北京地区老旧小区居住舒适性综合提升策略研究

摘要:

随着我国城市化进程进入存量提质阶段,老旧小区改造成为关乎民生福祉与城市高质量发展的核心议题。本研究聚焦北京地区的老旧小区舒适性综合提升改造,旨在超越基础性物质空间修补,探索以“居住舒适性”为核心的综合提升路径。研究梳理北京市旧改政策与地域特点,系统诊断物质空间、居民需求与生活品质三方面的核心问题与需求,构建“基础保障性改造、居民导向性完善、品质引领性提升”三层综合策略体系,提出多元资金与主体运作配套保障模式,并通过“劲松”“海淀”“西城”三种典型改造模式实证分析,提炼以“精准诊断、系统施策、长效治理”为特征的北京经验,构建模式比较与选择矩阵,为北方同类城市提供系统性参考。

Abstract:

With the advancement of China's urbanization into the stage of stock upgrading, the renovation of old residential areas has become a core issue concerning people's livelihood and high-quality urban development. This study focuses on the comprehensive enhancement of residential comfort of the old community renovation in Beijing, aiming to go beyond basic physical space repair and explore a comprehensive improvement path centered on “residential comfort”. The research reviews the policies and regional characteristics of Beijing's old community renovation, systematically diagnoses the core problems and demands in three aspects: physical space, resident needs, and quality of life. A three-tier comprehensive strategy system is constructed, consisting of “basic guarantee renovation, resident-oriented improvement, and quality-led enhancement”, and a supporting guarantee model with diversified funding and multi-party operation is proposed. Through empirical analysis of three typical renovation models in Jinsong, Haidian, and Xicheng, the study refines the Beijing experience characterized by “accurate diagnosis, systematic policy implementation, and long-term governance”, and builds a model comparison and selection matrix, providing a systematic reference for similar cities in northern China.
